Shaping a Resilient and Inclusive Coastal Future

The Birżebbuġa Masterplan proposes a regenerative vision for reconnecting the town with its coastline through public space transformation, ecological repair, and heritage integration. Rooted in principles of equity, sustainability, and spatial justice, the project reflects a commitment to long-term environmental resilience and cultural continuity.

Key Interventions

  • Creation of over 50,000m² of upgraded public space.
  • Pont ta’ Shell Floating Platform: Completion of a new restored 180m bridge and piers for community use with integrated solar canopy.
  • 2km of walkable and cyclable waterfront connections.
  • Heritage Assets integrated: Reimagined areas surrounding heritage buildings like Ta’Pinto Battery, St Georges Chapel and the Chapel of our Lady of Help of the Christians.
  • Improved utility infrastructure (electricity, water, sewage)
  • Recontoured Playing Field: Wave-shaped landscape combining recreation and civic gathering while using water basins for runoff collection.
  • Qajjenza promenade extension with a floating pontoon, kinetic sculptures, and public fountains.Promenade Interfaces: Thresholds that balances safety and openness, featuring transparent fencing, cultural signage, and designated shared-use zones that maintain continuity between cultural and leisure spaces.
  • Increased tourism, community use, and investment potential.

Sustainable Infrastructure

The plan places strong emphasis on clean energy and environmental infrastructure:

  • Solar canopies and solar-powered street lighting reduce emissions.
  • Electric charging pillars integrated into mobility hubs.
  • Water reservoirs collect runoff from new catchment areas.
  • A sustainable boatyard incorporates eco-conscious materials, runoff filtration, and public viewing areas.

Implementation (2025–2031)

Between 2024 and 2025, the Birżebbuġa Masterplan underwent a preliminary design phase focused on concept development and stakeholder engagement. Implementation will be phased over seven years (2025–2031) under the management of the Community Projects Division within the Public Works Department. The process includes securing Planning Authority permits, completing detailed designs, followed by tendering and procurement.

Civil works have already commenced in the first phase of the project and will continue in the coming months for the subsequent phases.

The project will be concluded with monitoring and post-implementation evaluation to ensure long-term success and adaptability.
